Separating the three kinds of requirement

Split the list into three. Hard gates — a licence, a specific degree, a legal requirement — which genuinely cannot be argued around. Teachable tools — a particular software package or framework — which a good candidate picks up in weeks and employers know it. Wish-list adjectives — "dynamic", "passionate", "self-starter" — which carry no information at all.

Once you have split the list, the real question is narrow: do you clear the hard gates? If yes, apply. Everything else is a conversation.
