The instruction layer
Role, source hierarchy and limits.
Now write the standing instruction that sits above the knowledge. Three parts do most of the work: what role the assistant is playing, which sources outrank which when they disagree, and what it must do when the answer is not in the material.
The third part is the one people leave out and the one that matters most. "If the provided documents do not answer the question, say so and name what is missing" converts a confident wrong answer into a useful gap report. An assistant that will not say "I do not know" is not safe to put in front of a customer or a colleague.
